TCEB Situation Update COVID-19 Virus on 24 June 2022

The situation of COVID-19 infection is ameliorating. Disease control measures and restrictions are eased for normal operation of business and social activities as well as international travel to prepare the country for the post-pandemic period when COVID-19 is categorised as endemic disease. The authorities responsible for the resolution of emergency situation and related officials must execute the measures designed to fit the situation of each area. In this connection, the areas of all provinces in Thailand will be lowered to surveillance area status, effective 1 July 2022 after the new regulations stated below became effective from 23 June 2022 onwards: 

1. Adjustment of zoning and abolition of pilot tourism areas
The Centre for COVID-19 Situation Administration (CCSA) has made provincial zoning adjustment to fit the present situation and to be in line with the country reopening plan for economic recovery. In this connection, pilot tourism areas are abolished, while the integrated control measures for different levels of provincial zoning, prohibitions, exemptions, and execution guidelines that have been declared will remain in effect as long as they do not contradict the regulation No. 46 dated 23 June 2022. 

2. Relaxation of mask mandate nationwide to voluntary acts
Mask wearing is declared voluntary act. However, the public is asked to follow the recommendations of Department of Health that to reduce risk mask should be worn when in crowded places where social distance is impossible or ventilation is poor. Vulnerable people (people over 60, pregnant women, and people with underlying diseases – or Group 608), people with respiratory diseases, or COVID-19 infected people, or high-risk contact people are recommended to wear masks correctly at all times when they are with other people.

3. Ease of measures for foreign worker movement and travel nationwide
Provincial governors with the consent of the provincial communicable disease committee can consider easing the measures of travel and movement of foreign workers to facilitate their inter-provincial and intra-provincial work which is allowed under existing laws and regulations that stipulate criteria and conditions of their normal operation.

4. Guidelines for shooting of TV shows, movies, and VDO
The Office of the National Broadcasting and Telecommunications Commission (NBTC) is requested to adjust the shooting guidelines to support easing measures that have been announced and comply with CCSA-approved guidelines.

5. Ease of integrated control measures in surveillance areas
The integrated control measures have been adjusted as follows:
  1. Food and beverage outlets are allowed to sell alcoholic beverages. Consumption of alcoholic beverages is allowed in the outlets under the laws and regulation, which must comply with disease preventive measures, conditions, arrangements and recommendations of the government officials.
  2. Service establishments or similar establishments, entertainment venues, pubs, bars, karaoke venues, or similar business venues are allowed to operate under the laws and regulations which must comply with disease preventive measures, conditions, arrangements and recommendations of the government officials.
6. Monitoring measures for disease spreading control and prevention in surveillance areas
Activities gathering a great number of people are allowed as deemed appropriate and must comply strictly with the public health measures. In case of more than 2,000 people, responsible people must inform the provincial communicable disease committee to allow for monitoring and overseeing measures that will prevent the risk of cluster infection. 

7. Ease of inbound travelling
  1. The Thailand Pass registration is abolished for all types of travellers as stipulated in the CCSA Regulation No. 11/2565 which states the guidelines based on regulations issued under Section 9 of the Emergency Decree on Public Administration in Emergency Situations B.E. 2548 (2005) No. 26 dated 30 May 2022.
  2. The guidelines designed for operation in state quarantine facilities as stipulated in clause 2 of disease prevention measures for inbound travellers and the guidelines for disease control in state quarantine facilities to prevent the spread of the COVID-19 disease as attached in order No. 11/2565 dated 30 May 2022 are cancelled.
