TCEB JOINS PACT WITH DDC, EDUCATION SECTOR
LEVERAGING MICE PERSONNEL TO EMPOWER BUSINESSES DURING COVID-19



4 December 2020, Bangkok: TCEB in collaboration with Department of Disease Control (DDC) under the Ministry of Public Health and MICE Academic Cluster, has developed and launched training courses to equip DMCs and manpower in MICE and travel industries with knowledge and understanding in the standards of monitoring, control and evaluation of the medication and public health. The aim is to enable them to safely handle and accompany overseas businessmen visiting Thailand under the government’s special arrangement.

        The training course was organised under the MICE Hygiene Discipline Guidelines project, and run by TCEB from 30 November to 1 December 2020, at IMPACT Muang Thong Thani. The attendants were 33 DMCs (Destination Management Company), who are supposed to produce health-compliant travel plans for overseas businessmen coming to Thailand for investment purposes under the government’s special arrangement. The other trainees were 90 personnel who become International Visitor Assistant (IVA) when accompanying the visiting businessmen.  

The stakeholder in this project is TCEB’s MICE Academic Cluster, who was assigned to develop the training course. They comprised Silpakorn University, Mahidol University International College, Khon Kaen University, Chiang Mai University, Prince of Songkla University and Burapha University International College (BUUIC).

        Mrs. Supawan Teerarat, Senior Vice President, Thailand Convention & Exhibition Bureau (Public Organization) or TCEB, stated that the instructions given by The Centre for Covid-19 Situation Administration (CCSA) on the Special Arrangement has allowed foreign nationals to enter Thailand on a short stay with 14-day quarantine exemption. Thus, certain health and safety measures must be developed to serve such arrangement. TCEB has been designated as the responsible agency together with the Department of Disease Control, Ministry of Public Health and the Ministry of Foreign Affairs in submitting entry permit procedures. Under the arrangement, medical and public health companions are required for foreign nationals with investment purposed throughout their journey in Thailand. In this connection, DMCs were brought in as they have expertise and experience in planning and designing itineraries that cover pre-departure, onsite and post-trip for business travelers, while their staff and manpower in the travel industry operationalize the itineraries. The training to serve the government’s special arrangement for overseas travelers will contribute to Thailand’s status as the first-rate host country that delivers “Beyond Expectation” service standard through the globally renowned Thai hospitality. Above all, such initiative will help create and maintain employment of service providers as the training served to re-kill Thailand’s workforce in accordance with the government’s policy. Likewise, it will help prepare sustainable future for MICE industry.

Dr. Opas Karnkawinpong, Director-general, Department of Disease Control, Ministry of Public Health, said that Thailand has an efficient tracking system and disease investigation that assure timely examination of the High Risk Contact group, thus, an effective prevention of the disease from widespread transmission. The Department of Disease Control certainly expects that all attendees will adapt the knowledge, technique and advantages gained from the training to enhance employee capabilities, as well as upgrade the standards for monitoring, control, supervising and evaluation of the medication and public health for the COVID-19 prevention The department is pleased to support MICE journey and wish everyone a safe and healthy future.

        Mr. Panjapol Laopoonphat, Vice President for Planning and Development, Silpakorn University, explained that the objectives of this training are: 1. enhance the knowledge and understanding in the screening of patients and basic hygiene skills; 2. achieve proficiency in serving as a host country, as well as servicing and co-ordination skills; 3. complete the English for Specific Purpose: ESP to be able to systematically and efficiently communicate and negotiate with the group/foreign nationals throughout their journey in Thailand, as well as appropriately convey a cross-cultural communication; 4. possess knowledge and understanding in immigration system and data management for international travellers, and 5. possess interpersonal skills and pleasant human relations. Other aspects are to respect the diversity, adherence to the assigned responsibilities, ethics not to reveal the information of detained foreign travellers to unrelated parties. Overall, the training aims to develop new knowledge for MICE personnel and Destination Management Company (DMC), including those becoming International Visitor Assistant (IVA)
